Chanchal Kumar

Shri Chanchal Kumar served on the Academic Senate Committee of IIT Patna and has delivered lectures at IIT Patna, Chandragupta Institute of Public Administration, Patna and IIM Bangalore. He was also a Member of the Governing Board of Nalanda University, an international university founded with assistance from ASEAN countries. An academician, cultural administrator and civil servant, Shri Chanchal Kumar is presently working as Secretary in Ministry of Information & Broadcasting, Govt. of India. As chief aide to the head of state i.e. Chief Minister of Bihar, he contributed in the state maintaining a prudent fiscal reform path and the plan size increased from Rs 4,000 crore to Rs 1,00,000 crore in 14 years. Quality assets in physical and social infrastructure were created. He is credited with revival of art and culture activities in Bihar, through institutionalization of Lalit Kala Academy and Sangeet Natak Academy, including launching of Nalanda Literature Festival, Patna Literature Festival, Bhartiya Kavita Samaroh, Sangeet Vihaan and innumerable artist’s workshops and performances. He is involved in the design and commencement of work of many signature buildings including Science City, Patna Mithila Chitrakala Sansthan, Madhubani; International Cricket stadium and sports Academy at Rajgir; Buddha samyak darshan Museum in Vaishali; Bihar Sadan, New Delhi; Mahabodhi Cultural centre in Bodhgaya; Development Management Institute, Bihta; High court Building; Housing Complex for legislators in Patna. He has also led his team to give some of the most architecturally beautiful buildings in Patna including Bihar Museum, Samrat Ashok Convention Kendra, Bapu auditorium of 5000 capacity and iconic sabhyata dwar, tallest statue of Mahatma Gandhi in Gandhi Maidan and state of the art Sardar Patel bhawan. Mr. Kumar has won several awards and felicitations for his contributions in governance which includes National e-Governance Award, South Asia Manthan Award and citation from Bihar State Information Commission for ‘Jankaari’ facilitation center (started in 2007) in Patna. This was considered major work in breaking monopoly of government offices and ushering in an era of increased transparency under 'Right to Information Act'. He won national CIDC award for designing signature projects and timely construction of Bihar Museum and Samrat Ashok Convention Kendra.
