Sh. Kaushal Kishore is a senior HAG-level officer of the Indian P&T Accounts and Finance Service (1990 batch), he superannuated as Sr. DDG at the Department of Telecommunications in March 2024, with over three decades of experience across district, state, and national levels. He has held key leadership roles at the Telecom Regulatory Authority of India, Competition Commission of India, and Department of Posts, contributing extensively to telecom policy, licensing finance, and regulatory frameworks. As Principal Adviser & Financial Advisor at TRAI, he led finance and economic analysis for tariff regulation, stakeholder consultations, and policy formulation in the telecom and broadcasting sectors. His work spans universal telecom access through the Universal Service Obligation Fund, rural connectivity initiatives, and major national projects like BharatNet. With deep expertise in public finance, regulatory economics, and legal matters, he has handled high-stakes cases before TDSAT, High Courts, and the Supreme Court, and played a key role in competition law analysis. Academically trained in Economics from Jawaharlal Nehru University, with further qualifications from Maastricht School of Management and University of Delhi, he brings a multidisciplinary approach to governance, policy, and institutional reform.
