Sh. Kaushal Kishore

Shri Kaushal Kishore is a senior HAG-level officer of the Indian P&T Accounts and Finance Service, 1990 batch, who superannuated as Senior DDG at the Department of Telecommunications in March 2024 after more than three decades of service at district, state, and national levels. He has held key leadership roles at the Telecom Regulatory Authority of India, the Competition Commission of India, and the Department of Posts, contributing extensively to telecom policy, licensing finance, and regulatory frameworks.

As Principal Adviser and Financial Adviser at TRAI, he led finance and economic analysis for tariff regulation, stakeholder consultation, and policy formulation across the telecom and broadcasting sectors. His work spans universal telecom access through the Universal Service Obligation Fund, rural connectivity initiatives, and major national projects such as BharatNet. With deep expertise in public finance, regulatory economics, and legal matters, he has handled high-stakes cases before TDSAT, various High Courts, and the Supreme Court, and has played a key role in competition law analysis. Academically trained in Economics at Jawaharlal Nehru University, with further qualifications from the Maastricht School of Management and the University of Delhi, he brings a multidisciplinary approach to governance, policy, and institutional reform.
